opinion outpost will not let me cash out

I have 205 points on Opinion Outpost and every time i try to cash out it gives me this message. I have had this account for 3 weeks and been trying to cash out for 2 weeks with the same message. I emailed them and haven't heard anything is this a scam site? I am not going to continue to earn points that i will never be able to cash out.
