Question About How A Scam Might Work

I have looked into online writing jobs. At first they they looked good, but then I was told that to get in on one of those deals, I had to pay the author of that deal a certain amount of money. Most of them quoted $27. My question: You send them $27.  You are promised a certain amount of money for writing something. You send your work to the originator of that plan. But then the con artist on the other end says 'Sorry! Your work is not good enough!!!! We can't pay you!" And so there you are......ROBBED OF $27!!!!!

I would not pay anybody $27 to get a few writing gigs.  I know that there is somebody that hires people to proofread obituaries, and I thought it was Legacy, but I don't see any writing gigs on their website.  On craigslist they are looking for writers, and they are offering to pay $100 per article, but I don't know if this is a legit job because they have tons of ads exactly identical.
