I have noticed that it is starting to pick up again. But slowly.

I wouldn't rule out ineptitude or sheer laziness. If the fools who pay to commission surveys paid more attention to the product they are getting we might see an improvement.

It reminds me of the various times I've been asked if I've ever suffered a fatal accident.
